🔎 Project: "CROSS-BORDER AND CROSS-SECTOR DIALOGUE FOR TOLERANCE AND PEACE IN CENTRAL ASIA", funded by the European Union, seeks an external evaluator to conduct a final evaluation.
The project aims to facilitate multi-stakeholder and cross-border dialogue and cooperation between Kyrgyzstan, Uzbekistan, and Tajikistan to promote tolerance, understanding, and the prevention of radicalization.
📚 Background: The project, implemented by a consortium led by the Konrad Adenauer Foundation, aims to strengthen civil society in the border areas and enhance peacebuilding processes through youth engagement, educational initiatives, and cross-sector dialogue platforms.
🔎 Objectives: The final evaluation will comprehensively assess the project's performance, including administrative and technical aspects. It will also provide suggestions for the project's sustainable continuation and successful exit.
🔬 Methodology: The evaluation will include a desk study, site visits, focus groups, interviews with target groups and stakeholders, and an optional online survey. The evaluator will review project documentation, assess project performance against indicators, and gather insights from beneficiaries, implementing partners, and relevant authorities.
💼 Qualifications:
Proven experience in conducting external project evaluations funded by international donors
At least 7 years of experience evaluating EU-funded projects
Understanding of development sector stakeholders
Knowledge of the political context in Kyrgyzstan, Tajikistan, and Uzbekistan
Fluency in Russian and English (knowledge of local languages is an advantage)
💰 Budget: The budget for the final evaluation is €6000, covering expert fees, travel, accommodations, and other related costs.
